Substation test results in. Finished test reports out.

TC Report Generator is a Windows desktop app for electrical testing & commissioning engineers. Record each device’s results once, then generate consistent Word reports per device, per panel or for the whole project. It works offline, and your data stays on your computer.

Commissioning paperwork is repetitive, and it has to be right.

Every breaker, relay, CT and cable on a substation is tested, and every test needs a record in the format the client asks for. Panels are often near-identical, so much of the work is copying Word files and retyping the same details into each one.

The same details, typed again and again

Contract number, substation, panel tag, engineer and witness: repeated by hand across every form in the handover pack.

Free text where a result belongs

A mistyped result, a missing calibration date or an empty sign-off line is easy to miss in a Word file, and the file is an official record.

Work that happens offline

Testing happens inside substations and on sites where a reliable internet connection can’t be assumed.

Record each result once. Generate every report from it.

The app keeps a structured record of the site (project, rooms, panels and the devices in them) and builds the reports from that record. Everything on this page is in the current pre-release build unless it’s marked otherwise under Status.

Seven device test forms

  • MCCB / circuit breaker
  • Protection relay
  • Current transformer (CT)
  • Voltage transformer (VT)
  • Busbar / earthing
  • Auxiliary relay
  • Cable / wiring check

Capture

Mirror the site

Projects contain rooms, rooms contain panels, panels contain the devices you test. Project details are entered once and reused in every report.

Structured results

Each device type has its own form, with PASS / FAIL / N/A controls instead of free text, and a remarks field.

Panels in sequence

Duplicate a panel and the next tag is chosen for you (W307 → W308). Duplicate ×N creates a whole run at once.

Room layout

Arrange panels as they stand in the room. Each panel shows its status: no tests, passed, incomplete or failed.

Bulk import

Create rooms, panels and devices from an equipment register in CSV or Excel, or start from a folder of existing reports.

Notes, photos and instruments

Attach captioned site photos and notes to any device, and keep each project’s test instruments with serial numbers and calibration dates.

Generate

Word reports at every level

One report per device, a merged report per panel, or a single combined report for the whole project, with your logo, footer, page numbers and sign-off block.

Client forms, filled where they match

Bind a client’s Word test form to a panel. The app fills a copy, never the original: header details, the test equipment table and sign-off names, on forms whose labels it recognises. Everything else stays as the client wrote it.

Batch PDF

Convert a whole set of Word reports to PDF in one step, using Microsoft Word on your PC.

Keep it right

Checks before you generate

The dashboard lists duplicate tags, panels without tests, devices without results and missing sign-off details. A project report runs that check first, and a device report warns when the device has no results.

Backups and recovery

The project database is backed up automatically at start-up, with tiered retention. If the database is damaged, the app keeps the file and offers the newest good backup.

English and Arabic

Switch the whole interface between English and Arabic, with a right-to-left layout. Arabic notes print right-to-left in reports.

Optional local AI drafting

If you run a local model with Ollama on the same PC, a Draft Remarks button suggests remarks from the entered values. It stays off unless installed, and the model runs on your computer.

Four steps from site to handover.

  1. Set up the project

Enter the contract, client, substation, engineer and witness once, and list the test equipment with calibration dates.

  2. Build the site

Add rooms, panels and devices, or import them from an equipment register, and duplicate similar panels in sequence.

  3. Record results

Fill in each device’s form, with notes and photographs where they help.

  4. Check and generate

Clear what the pre-flight check flags, then generate Word reports per device, panel or project, and convert them to PDF.

Built for the people who sign the test records.

Testing & commissioning engineers

Who test the devices and produce the records, often for many near-identical panels.

T&C contractors and consultancies

Who deliver complete report sets in the format the utility or main contractor requires.

Supervisors and document controllers

Who need to know what has been tested, what failed and what is still missing before handover.

Example scenarios Illustrative, not customer stories

  • A switchroom of 24 similar feeder panels. Bind the client’s form to the first panel, then duplicate it 23 times. Each copy gets the next tag and its own copy of the form, with the project details already filled in.
  • Handover week. Fix the gaps the dashboard lists, then generate the combined project report and convert the set to PDF.

A narrow tool, built the way commissioning works.

Local by design

No account, no cloud sync, no telemetry. The project database is a file on your computer, and the app works without an internet connection.

Your formats, not ours

Reports can be filled into a client’s existing Word form where its labels match, instead of a new template the client has to accept.

The site’s structure, not a form builder

Projects, rooms, panels and tags are built in, so duplication, numbering and per-panel reports follow from how a substation is laid out.

Records you can rely on

Automatic backups, careful recovery from damaged files, and crash safety tested by deliberately interrupting the app mid-write.

Your test data stays on your computer.

How the app handles data

  • Stored locally. Projects live in a local database in your Windows user folder (TCReportData). Photos are copied beside it, so reports don’t break when the originals move.
  • No account, no tracking. The app has no sign-in, analytics or telemetry, and it doesn’t sync anywhere.
  • Nothing sent out. The optional AI drafting uses a model server running on the same PC. PDF conversion uses Microsoft Word on your PC.

Current limitations

  • Windows only (64-bit). Tested on Windows 10.
  • PDF conversion requires Microsoft Word.
  • Single-user: each engineer’s data lives on their own PC. There are no shared or multi-user projects.
  • Automatic backups cover the project database and sit on the same disk. Photographs aren’t in them yet, so include the whole TCReportData folder in your own backups.
  • Results are entered by hand. An equipment register can create the rooms, panels and devices, but not their results. The app doesn’t connect to test sets.
  • Pre-release: the installer isn’t code-signed yet, so Windows may show a warning.

Where the product stands.

One job, done carefully.

TC Report Generator is an independent software product focused on one job: the test and commissioning records of electrical substations. It is developed in Saudi Arabia for engineers who work on site and often offline.

It isn’t affiliated with, or endorsed by, any utility, contractor or test-equipment manufacturer.
